Palermo 2026 – Normans. A shared heritage.

Grand inaugural event of the Millennium 2027 in Sicily, envisioned as an international forum dedicated to the Norman heritage of southern Italy and its value as a space for intercultural dialogue, territorial cooperation, and European citizenship.


With this event, the Municipality of Palermo aims to be the lead of the Italian project, fully embracing the spirit of Millennium 2027 and affirming a vision of heritage as a vehicle for peace, intercultural dialogue, and European citizenship. In this perspective, the Norman legacy is not understood solely as a memory of the past, but as a living resource capable of generating relationships, shared projects, and new forms of coexistence for the future.


The initiative will bring together the Promoter Committee of the UNESCO site “Arab-Norman Palermo and the Cathedrals of Cefalù and Monreale,” institutional representatives, presidents of partner regions, mayors of the main involved cities, academics, heritage experts, and cultural operators from Sicily and the other southern Italian regions affected by the Norman legacy. The event is also inspired by the principles promoted by the ICCAR network and its European section ECCAR, committed to building inclusive, open, and sustainable cities.


Through conferences, round tables, and institutional meetings, the forum will highlight the universal value of a complex historical heritage, shaped by the meeting of different cultures, traditions, and communities of the medieval Mediterranean, with particular reference to the Byzantine, Arab, Jewish, and Norman components. This heritage will be presented not only as a monumental and historical-architectural ensemble but also as a testimony to processes of exchange, coexistence, and integration that have profoundly marked the history of the Mediterranean. In this perspective, the political experience of the Great Count Roger and the Kingdom of Roger II constitutes a central reference for understanding the construction of governance models capable of relating different traditions, knowledge, and communities.


The itinerary recognized by UNESCO represents an eminent manifestation of this heritage, but does not exhaust its historical and territorial breadth. Palermo, Monreale, and Cefalù testify to the apogee of the Norman Kingdom; however, numerous other places in Sicily and southern Italy recount the various phases of the conquest, settlement, and political and cultural construction of the Norman South. The event thus aims to promote an extensive and polycentric vision of this heritage, enhancing not only the major monumental hubs but also the lesser-known territories, starting from the peripheries of cities that often host valuable heritage sites, minor centers, rural landscapes, and peripheral realities that have participated in this important historical epic. Particular attention will be given to involving local communities and rural centers, with a view to a cultural network capable of combining protection, participation, and sustainable development.


To complete the program, collateral events, concerts, performances, and extraordinary openings of monuments that are normally not accessible to the public will be organized, aiming to broaden citizen participation and restore a full public, shared, and inclusive dimension to heritage.


The forum will also constitute one of the first major opportunities for dialogue among the Italian regions involved in the perspective of constructing the future Via dei Normanni, a European cultural itinerary promoted by the Normandy Region and intended for candidacy to the Council of Europe in 2029. Through involving the territories that share this historical legacy, Millennium 2027 can contribute concretely to the structuring of a European network based on heritage, institutional cooperation, and intercultural dialogue. With this inaugural event, Palermo aims to be not only the symbolic place of the opening of Millennium 2027 in Italy but also the driving center of a common path capable of transforming a shared historical legacy into a European project of peace, cooperation, and development.
